Insert a new bill section to read:                                            
	"*Sec. 9. This Act takes effect only if a federal law is enacted by         
December 31, 2001, that makes at least 250,000 acres of federal land           
available for conveyance to the University of Alaska or to the state for       
the benefit of the University of Alaska and the university or state has        
selected 250,000 acres of the land to be conveyed."
